Definitely make sure you spend time at the Botanical Gardens. It's right off the mall, near the capital, and a beautiful escape, especially on a hot summer day.

While technically not a dock bar, it is on the water, you can drive up in your boat, and it has it's own beach along with live music and tiki bars too.
