I would use the stairs to access the upper floors. The term 'lift' has been used here incorrectly. A more appropriate term would be 'wait'. Aside from that (and few toilets) a great public space.

Er is altijd wel iets te beleven! De bibliotheek bezoeken, een mooie tentoonstelling bekijken, een lekkere kop koffie drinken, de krant lezen , luisteren naar een concert of je laten verrassen door
